How do I create a CRS XML v3.0 return for the DITC portal?
Collect your 2026-period account data, including the fields v3.0 adds. Generate a file in the OECD CRS XML Schema v3.0 and validate it against CrsXML_v3.0.xsd and the business rules. Then upload it through the DITC Portal once CRS XML submission reopens, which the DITC anticipates in early 2027, and no later than 30 June 2027. The DITC no longer provides a generator, so the file has to come from your own system or a third-party tool such as AEOIkit (DITC Industry Advisory, 17 June 2026).
1. Collect the data, including what v3.0 adds
The amended CRS (sometimes called CRS 2.0) and its Schema v3.0 carry more data per account than v2.0. The additions include the account type, whether the account is new or preexisting, joint-account details and the number of joint holders, the role behind an equity interest, and whether a valid self-certification is held. The Tax Information Authority’s Amended CRS Quick Guide summarises the new reporting fields.
2. Generate the XML in Schema v3.0
In AEOIkit you fill in the same tabs as the retired DITC tool: the message, the reporting FI and the accounts. You can also import accounts from CSV. MessageRefId and DocRefId follow the DITC conventions. Drafts can be saved and reopened, for example for preparer and reviewer sign-off.
3. Validate before you upload
A file can be well-formed XML and still be rejected. AEOIkit checks your data against rules built from the OECD v3.0 schema and against the business rules in the OECD status-message guidance. It lists every problem in plain language, with the field it applies to, and builds the file only when the checks pass.
4. Upload it to the DITC Portal
As the DITC announced on 17 June 2026, the DITC Portal closed for CRS XML and Filing Declaration submissions in early August 2026, and reinstatement is anticipated in early 2027. When it reopens, upload the file as the DITC Portal User Guide describes. The DITC has also announced that two-factor authentication will be required for all portal access, with implementation anticipated in Q3 2026 (DITC Updates Bulletin, June 2026). Check its current status, and that your users can sign in, well before the deadline.
If an FI has no reportable accounts, the DITC’s process is a Filing Declaration (nil return), not an XML file (DITC Updates Bulletin).
5. Corrections and deletions are v3.0 too
After reopening, corrections and deletions must also be in XML Schema v3.0, including corrections to returns for earlier years (DITC advisory). A corrected record references the DocRefId of the record it replaces. AEOIkit produces v3.0 correction and deletion records with identifiers consistent with your prior filings.
Key date: 30 June 2027 is the deadline for the 2026 reporting period, a month earlier than the old 31 July (DITC advisory, 17 June 2026).
